As a Timber Plantation Flourishes, Village Dissent Takes Root
Around 150 Yong’an residents are suing the local government and its partner forest management company, Guangxi Lee & Man Forestry Technology Ltd, for violating a clause in contract law where a business must not damage public interests. Villagers claim the eucalyptus, a thirsty plantation species, is draining the local water supply from three mountain springs, leaving very little for farming and domestic use in the village. This is the first case of this kind in China.

Environment inspectors locked in by factory boss
An unannounced inspection by officials from China’s top environment watchdog at a factory in eastern China ended with an unexpected turn of events for all involved, as inspectors were obstructed from performing their duties and later blocked from leaving. The incident happened at a furnace maker in Jinan City, Shandong province, called Shandong Lüjie Environmental Protection Energy Saving Technology Co. Ltd. The manager identified had stopped the team from doing their work, citing “problematic” government identification cards, according to a statement on the Weibo microblog of the Ministry of Environmental Protection (MEP).
“Hivos, Greenpeace and COICA Launch Programme to Combat Deforestation in the Amazon Rainforest”
Hivos and Greenpeace Netherlands, together with indigenous groups from the Amazon rainforest, are launching a new campaign against deforestation called ‘All eyes on the Amazon’. Studies show that indigenous communities living in rainforests are crucial to the sustainable protection of these areas. This programme will aim to give indigenous communities the tools, knowledge and contacts to combat deforestation. It will also use satellite technology and drone photography to give indigenous groups evidence of the deforestation that is occurring.
New Rainforest Alliance head: technology could improve commodity certification
In January, Rainforest Alliance announced it had hired Nigel Sizer as its new President, who previously headed up World Resources Institute's Global Forest Watch, a forest monitoring platform. Given that background, it is unsurprising that Sizer is embracing technology in his new leadership role at Rainforest Alliance. In an International Forest Day interview with Mongabay, Sizer said that technology like Global Forest Watch will boost the effectiveness of certification.
Indonesia agency pushes plan to tackle deforestation, fires
Indonesia’s anti-graft commission said government agencies have agreed on a plan to combat corruption in the forestry industry that costs the state billions of dollars in lost revenue and is behind fires that pollute Southeast Asia. The plan leans heavily on technology to build an accurate picture of where illegal deforestation and conversion of peatland into farmland is occurring, using Landsat satellites, drones and LIDAR pulsed laser-based mapping.
Using satellites to stop deforestation before it happens
Orbital Insight is a start-up founded by James Crawford, a former Google and NASA robotics and artificial intelligence expert, to track changes in tropical forests over time through the collection of satellite images. Orbital Insight aims to use deep learning, a technique used by Google and Facebook, to analyse data from a wide range of satellite image sources. The company will set its machine vision algorithms loose on the images to detect small alterations in the landscape that could be missed by the human eye. Having worked for private companies before using this technology, Orbital Impact hopes that the company will be able to help anticipate the damage of deforestation before it is done.
We're using GPS trackers to expose illegal logging in the amazon
Campaigning organisation Greenpeace has spent two months placing GPS trackers on illegal loggers in the Amazon using GPS tracking technology and satellite surveillance. The operation was designed to uncover the activities and movements of illegal loggers near Santarém, the centre of the logging industry in the Amazon. The investigation found that the timber is transported by trucks on highways at night to evade the police and that fake documentation is used to launder the timber.
Indonesian indigenous groups fight climate change with GPS
GPS technology is being used to help define ancestral land boundaries by indigenous people in Indonesia. As land rights are intrinsically linked to sustainability, the recognition of indigenous peoples’ rights will help to slow deforestation, whilst also securing community livelihoods and reducing land conflicts.
Brazil sends more police to the Amazon as deforestation is back on the rise
With deforestation up by 90% on 2012’s rate of loss, Brazil has bolstered the number of environmental inspectors in the forest to curb illegal clearing. Landowners clearing forests are struggling to escape detection by the government’s near-real-time satellite forest monitoring system, DETER, but are starting to clear smaller forest areas that the system cannot see at its 25-hectare resolution. A higher resolution system that would detect this clearing, known as PRODES, is only used annually. Environmentalists believe the more relaxed revisions to the Forest Code, implemented in 2012, accounted for this rise in clearing.
Tracking timber: could new technology help clean up the supply chain?

The report questions why FSC and PEFC aren’t adopting such technology but, as the FSC spokesperson points out, ‘at this point, the cost effectiveness and the science aren't quite there, you can't do testing on paper or lots of composite wood products because the DNA is generally removed. For some tropical species, there are many closely related relatives, which also makes it difficult.’
M2M case study: Trailing Brazil’s illegal loggers
A Brazilian company which designs technology to track and trace expensive goods has created a device which can be placed inside felled trees found in protected areas. When the felled trees are then transported to sawmills by illegal loggers, location updates are sent to a central server. Law enforcement agencies closed one sawmill and made several arrests during a pilot last year of 20 of the devices and the company hopes this will convince the government to roll out the technology.
Esa approves Biomass satellite to monitor Earth's forests
The European Space Agency has given the go ahead to develop a satellite which use a radar system to “weigh” forests. The primary mission is to calculate the amount of carbon stored in the world’s forests. It will also monitor any changes in forest cover over the course of its five-year mission which is expected to launch in 2020. It is hoped that the data gathered will provide a basis for agreements under REDD+.
Google Technology to Help Prevent Deforestation
A partnership between Google, the University of Maryland and the UN Environment Programme will launch Global Forest Watch 2.0, an interactive, real-time forest monitoring system, later this year. The tool will combine satellite and remote sensing technology with human on-the-ground networks. Google Earth will provide forest cover information and people in the field will be able to download information to mobile devices and also upload coordinates and photographs from the ground. The intention is that this will address some of the previous challenges of out-of-date information, high costs and technical challenges faced by those monitoring forests.
India's Forest Area in Doubt
An expert from the Forest Survey of India (FSI) claims that recent surveys overestimate the extent of India’s remaining forests. The Ministry of Environment and Forests reports biennially on the state of India’s forests but the FSI who are involved in the process are openly critical of the satellite imagery technology used which they say does not have the required resolution to identify small-scale deforestation. Furthermore, the technology is unable to tell the difference between native forests and bamboo grown on cleared forests. It is thought that there are particular problems with deforestation and a lack of response from the state government in Meghalaya state in northeast India.
Smartphones promoted as a tool for indigenous forest protection
The Global Canopy Program is promoting the use of smartphones by indigenous communities to protect their forests. The strategy would see smartphone apps used to collect geographic data and photographs. This local data would then be linked to remote sensing data to enhance the monitoring of forest management. Up until now the effectiveness of community forest management projects in halting deforestation has been brought into question. The hope is that smartphones would play a significant role in helping local communities to manage their forests though there are some concerns that this would reduce the role of communities to simply collecting data without having input using their local knowledge on how their forests should be managed.
Indonesia, Brazil, Mexico, Peru get big boost in deforestation tracking, biomass measurement
Representatives of NGOs and government agencies from Indonesia, Brazil, Mexico and Peru took part in a special technical training session on monitoring deforestation, forest degradation and biomass organised by the Governors' Climate and Forests Task Force (GCF). The week-long training aims to improve the measurement, reporting and verification (MRV) systems which are an integral part of REDD+.

Google Mapping Tool Shows Impacts of Deforestation on Indonesia’s Sumatra Island
The Google Earth Outreach team has awarded a grant to Eyes on the Forest and WWF to host, store and manage map data on Sumatran rainforest. The tool will incorporate a number of layers including forest loss over time, species distribution, conservation intervention priority areas, restoration priority areas, degraded lands and government protected areas. Eyes on the Forest and WWF hope that the data can be used to urge decision-makers to take steps to protect natural forests.
Inexpensive Aerial Drone Cuts Down on Illegal Logging
Two ecologists in Switzerland have designed and built a flying drone which they believe could be used to monitor illegal logging in remote and hard-to-reach regions. It was initially intended to video and photograph orangutans from the air in order to monitor their populations. However, on its debut flight over Sumatra it recorded evidence of rainforest logging. Flight launches are planned in Malaysia and Borneo in the coming months and the researchers will make public the instructions for assembling similar crafts.
Brazilian deforestation lower in 2012 to date
The latest satellite-based data on deforestation in the Brazilian Amazon shows a year-on-year decrease with 830 sq km of clearance detected since August 2011 compared to 1,268 sq km the previous year. The annual amount of deforestation has fallen by nearly eighty per cent since 2004 due to various measures including increased law enforcement, financial incentives, better monitoring and the rising price of agricultural exports. Proposed changes to the Forest Code could halt or reverse this progress.

DMCii’s detailed satellite imagery helps Brazil stamp out deforestation as it happens
A remote sensing company has signed a deal with the Brazilian space agency to deliver near real-time satellite imagery to monitor forest clearing in the Amazon rainforest and target illegal logging as it happens. Illegal loggers have grown smart to the current monitoring system by clearing smaller areas to evade detection but the new system will provide a much higher level of granularity in its imaging. Such technology is seen as important in the development of an effective REDD+ programme.
