Commission steps up EU action to protect and restore the world's forests
The European Commission set out a new framework of actions to protect and restore the world's forests, which addresses both the supply and demand side of forest products. It introduces measures for enhanced international cooperation with stakeholders and Member States, promotion of sustainable finance, better use of land and resources, sustainable job creation and supply chain management, and targeted research and data collection. It also launches an assessment of possible new regulatory measures to minimise the impact of EU consumption on deforestation and forest degradation.
ECHA proposes to restrict intentionally added microplastics
ECHA has assessed the health and environmental risks posed by intentionally added microplastics and has concluded that an EU-wide restriction would be justified. If adopted, the restriction could result in a reduction in emissions of microplastics of about 400 thousand tonnes over 20 years.
The definition of microplastic is wide, covering small, typically microscopic (less than 5mm), synthetic polymer particles that resist (bio)degradation. The scope covers a wide range of uses in consumer and professional products in multiple sectors, including cosmetic products, detergents and maintenance products, paints and coatings, construction materials and medicinal products, as well as various products used in agriculture and horticulture and in the oil and gas sectors.
New map helps distinguish between cyclical farming and deforestation in the Congo Basin
Study shows that 92.2 percent of tree cover loss in the Democratic Republic of Congo (DRC) and 48.2 percent in the Republic of Congo (ROC) is linked to small-scale shifting cultivation. Global Land Analysis and Discovery (GLAD) and World Resources Institute’s Congo team mapped the rural complex of DRC and ROC, with forest fragmentation to differentiate between the rural complex, fragmented forest and undisturbed forest. The DRC and ROC rural complex maps together enable better understanding which loss is caused by shifting cultivation cycling back to previously farmed areas, and which shows new deforestation, degradation or fragmentation.

Forest Degradation: Canada’s Skeleton in the Closet
Canada harvests an astonishing 1.8 million acres of forested lands per year—an area half the size of Connecticut—and almost all of it is clearcut. But as long as there’s a plan on paper to regenerate that forest, many seem to assume that it is happening, despite limited study of what is actually growing back and how well that regrowth meets the ecological values that were lost following harvest, especially its vast boreal forest. The Government of Canada’s annual "State of Canada’s Forests” report focuses on Canada’s low deforestation rate but didn’t mention at all about “forest degradation”.
Rainforests: 10 things to watch in 2015
1. Zero deforestation commitments. 2015 may be the year that many of the zero deforestation commitments are actually implemented.
2. Joko Widodo’s forest commitments. As Indonesia’s new president takes on the challenge of reforming the forestry sector, look out for greater scrutiny of concession licensees, as well as a crack-down on forestry-related corruption.
3. The Brazilian Amazon. There are concerns that Brazil’s current downward deforestation trajectory may not last.
4. Will Paris product a binding climate framework? Reducing emissions from deforestation and forest degradation is expected to have a central role in the climate talks in Paris at the end of the year.
5. Where are the new deforestation hotspots? Data from the WRI suggests that deforestation may be rising in several countries, including Cote d’Ivoire, DRC, Ecuador and Ghana amongst others. 2015 will also uncover new studies and tools that will help better quantify change in forest cover.
6. Falling commodity prices. Lower prices reduce the profitability of converting rainforests for palm oil plantations. On the other hand, companies may be less likely to adopt environmental measures if they have less cash on hand.
7. Myanmar. As Myanmar opens up further to foreign investors, concerns about the fate of the country’s forests will rise.
8. Dams in the Amazon. Indigenous groups and environmentalists are ready to fight against Brazil’s hydro projects in the Tapajos basin.
9. RSPO and zero deforestation. If the Roundtable on Sustainable Palm Oil (RSPO) does move towards zero deforestation it has a critical tool in place to do so: last year members were required to submit the GPS coordinates of their concessions.
10. Jurisdictional initiatives. Sub-national efforts to develop forest-friendly policies and initiatives will move forward in 2015.
Cutting down on cutting down: How Brazil became the world leader in reducing environmental degradation
A recently published paper in the journal Science assesses how Brazil managed to reduce its deforestation rates by 70% over the course of a decade and points to a three-stage process in which bans, better governance in frontier areas and consumer pressure on companies worked, if fitfully and only after several false starts. While the Brazilian Forest Code from the mid-1990s mandated that 80% of farm land had to be set aside as a forest reserve, deforestation rates reached their highest as the code was not enforced. However, from 2005 Brazil’s President Lula da Silva made halting deforestation a priority which led to better cooperation between enforcement agencies and public prosecutors. At the same time, improvements in the efficiency of cattle breeding, a fall in export earnings from soybeans and an NGO campaign to boycott Brazilian soybeans caused deforestation to plummet. Then in 2009, once soybean expansion resumed, the government focused its efforts on the counties with the worst deforestation rates and banned them from getting cheap credit until the rates fell. Other reinforcing factors included a proper land registry, a cattle boycott, an amnesty for illegal clearances before 2008 and money from a special $1 billion Amazon Fund financed by foreign aid.
Carbon loss from tropical forests ‘underestimated’
New research due to be published in the journal ‘Global Change Biology’ has revealed that the amount of carbon lost from tropical forests is being significantly underestimated. The degradation of tropical forests by selective logging and fires causes large amounts of ‘hidden’ emissions. Degradation is a slow moving process and hard to measure, adding to the fact that it is underestimated. This new study attempts to overcome these limitations by using on-the-ground assessments.
Satellites to monitor UN forest protection goals
The UN Collaborative Program on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (REDD+) aims to pay developing countries for storing carbon in forests. To monitor how countries are conserving their forests under REDD+ the UN will rely on a combination of satellite measurements and field checks.
Indonesia president delivers promised REDD+ agency
A new decree signed by the Indonesian president to create a national agency aimed at combating greenhouse gas emissions signals progress in the country’s efforts to tackle global warming, said a scientist with the Center for International Research.
The REDD+ (Reducing Emissions through Deforestation and Forest Degradation) agency, which will report directly to President Susilo Bambang Yudhoyono, fulfills one among several criteria detailed in a climate change partnership agreed in 2010 with Norway. Under the terms of the agreement outlined in a letter of intent, the two countries opened the door to developing policy on REDD+, a U.N.-backed framework for reducing emissions caused by deforestation and forest degradation.
Indonesia, Brazil, Mexico, Peru get big boost in deforestation tracking, biomass measurement
Representatives of NGOs and government agencies from Indonesia, Brazil, Mexico and Peru took part in a special technical training session on monitoring deforestation, forest degradation and biomass organised by the Governors' Climate and Forests Task Force (GCF). The week-long training aims to improve the measurement, reporting and verification (MRV) systems which are an integral part of REDD+.
Pioneering Amazon Tribe Asks Brazilian Police To Help Enforce Logging Moratorium
The Surui Forest Carbon Project (SFCP) is the first UN Reducing Emissions from Deforestation and Forest Degradation (REDD) project to directly pay indigenous tribes to protect the rainforest. It provides carbon income to tribes protecting the Amazon against illegal loggers. However, Surui leaders claim that loggers have increased their threats and are trying to bribe dissenting members of the tribe with firearms. The tribe hopes that calling in the police will send a clear message to illegal loggers and also encourage other Amazonian tribes to adopt the SFCP model.
