The European Commission set out a new framework of actions to protect and restore the world's forests, which addresses both the supply and demand side of forest products. It introduces measures for enhanced international cooperation with stakeholders and Member States, promotion of sustainable finance, better use of land and resources, sustainable job creation and supply chain management, and targeted research and data collection. It also launches an assessment of possible new regulatory measures to minimise the impact of EU consumption on deforestation and forest degradation.

The Accountability Framework initiative (AFi) is a collaborative effort to accelerate progress and improve accountability for responsible supply chain commitments in agriculture and forestry. Recently, the initiative has released the first draft of their framework for improving accountability for responsible supply chain commitments in agriculture and forestry, including as set of the core principles & definitions, a practical operational guidance. The initiative is now preparing to expand on the principles in an operational manual, and they are inviting input and feedback from as many companies, government entities, non-profits, and other stakeholders as possible.

It was an opportunity for all the stakeholders in the paper and pulp industry to get together to discuss the latest developments in responsible fibre sourcing. Among the 70 delegates there were paper mills, printers, publishers, retailers, timber experts, and NGOs. The aim of the Summit was to discuss the latest developments on responsible forest sourcing and to share best practice.

The first session included speakers from Carnstone, Chronicle Books, and Donnelly, who shared their understanding on forest sourcing and provided the customer perspective. Next, WWF introduced their work on increasing demand of certified and recycled paper products. IKEA also presented their forest traceability system. Then, IPE and China Water Risk provided their insights on industrial pollution and the water-use pressures present in China.

The next session focused on three major paper mills; UPM, APP and Chenming Paper, sharing their response to the growing expectations and regulations around paper manufacturing. This panel was also joined by TFT who shared their insights on how mills can develop and implement sustainable sourcing systems and encourage engagement further up the supply chain.

The certification schemes, FSC and CFCC, explained how they are evolving to ensure transparency and traceability in global forest supply chains. And the event closed with practical sessions from the Carnstone team, who guided mills and printers to get the most from the online Book Chain Project database. Printers and mills had an opportunity to ask questions, share feedback, and offer ideas and improvements for the future.

Following the evaluation of the effectiveness and functioning of the EUTR during its first two years of application, it was noted that the EUTR covers a significant number of timber products, but not all are included in its scope. The evaluation concluded that the European Commission may consider amending the product scope, subject to an impact assessment of options. The European Commission is therefore undertaking an impact assessment to analyse possible changes to the EUTR product scope. As part of this impact assessment process and in line with the European Commission's Better Regulation Guidelines, an extensive consultation of stakeholders is being carried out. The main aim of this public consultation is to gather views and evidence on possible changes to the EUTR product scope.

A meeting between forestry representatives from Cameroon, Congo and China took place earlier this year, aimed at strengthening legality within the forestry sector and the international trade in timber. Participants agreed on the development of a forest control and verification system for timber from Cameroon and Congo heading to China; the need for capacity building based on a good knowledge of forest resources and monitoring tools; and the need to maintain ongoing co-operation and dialogue among stakeholders in Africa and China for more effective forest governance throughout the supply chain.

FSC is declaring its intention to more than double its share of global forest-based trade in the next five years to 20 per cent. The strategic plan was developed through consensus by the FSC International Board of Directors, and included extensive consultation with FSC staff, members, and stakeholders. The new FSC Global Strategic Plan 2015-2020 has an emphasis on increasing FSC certification in tropical countries, and providing a voice to those most affected by mismanaged forests – Indigenous Peoples, workers, communities, women, and smallholders - while meeting the needs of current certificate holders. The three strategies that make up the strategic plan are 1) Strengthen the FSC framework and governance, 2) Increase market value of FSC, and 3) Transform the way FSC works.

In a move to bolster links with the Malaysian forestry sector last week FSC held a media conference in Kuala Lumpur to bring together its Malaysian stakeholders, discuss the specific issues in the country’s forests, and how parties can work together to tackle these challenges. FSC opened a new office in Kuala Lumpur in November 2014 and seeks to grow its existing certificate holders from 12 forests and 173 Chain of Custodies.

Canada’s Resolute Forest Products have had 3 of its forest management certificates suspended following complaints filed by the Grand Council of the Crees; the representing body of the First nations communities, as well as Greenpeace. The certificate suspension is due to the company failing to meet various FSC requirements including the protection of high conservation values and support from stakeholders for its operation. The suspended forest management certificates mean that Resolute can no longer label their pulp, paper and wood products as FSC-certified.

The Union of Concerned Scientists (UCS) has published a report, Wood for Good: Solutions for Deforestation-Free Wood Products, analyzing tropical wood production’s effect on deforestation and offering solutions for sustainable production. The report identifies a threefold solution to meet the global demand for sustainable tropical wood: 1) turn to responsible plantation forests; 2) governments to develop policies that make sustainable forest management an attractive business prospect; and 3) all stakeholders should demand products certified by FSC or PEFC.

Pressure is building on President Dilma Rousseff to veto The Forest Code ahead of the deadline on 25th May. The Forest Code reduces the obligation on landowners to protect Amazonian forest cover down from 80 to 50 per cent, leading to the potential loss of 190 million acres of forest according to the Brazilian Government’s Institute for Applied Economic Research. It is being seen as a battle between the increasingly powerful ‘ruralistas’, legislators representing agricultural interests, and a range of other stakeholders including environmental NGOs, leading national scientific groups, Brazilian celebrities and even many large businesses such as Tetra Pak Brasil.

Lord Mandelson said his work with APP related to the new EUTR VPA requirement for Indonesian companies to supply only legally harvested timber. He said he would be advising APP on how to make the new regime a success and how to communicate it with customers and stakeholders.
